Mahendra P Lama on Sixth Schedule

The "Nagarik Suraksha Samiti", a Darjeeling based social organisation, is organizing an interactive session to discuss about the issue of Sixth Schedule on 6 January at Gymkhana, Darjeeling. The programme, which was originally schedule to be held on 29 December. The resource person of the programme is Dr. Mahendra P Lama, to whom any queries and the impact of the Sixth Schedule to common people and its places, will be discussed with a very open mind, without political leaning or any preconceived notions.

The "Nagarik Suraksha Samiti" has invited all conscious citizens of Darjeeling, Kurseong and Kalimpong to attend the meet. The programme is an effort to understand the Sixth Schedule and its intricacies of the new provision on a neutral ground. The Sixth Schedule status for Darjeeling have been discussed only on the political platform, GNLF has termed the Sixth Schedule a historic development for the hill people, while the opposition has categorically rejected that present Sixth schedule for Darjeeling hills is a weapon to divide our community and to kill the demand of separate state forever.

The Sixth Schedule entails providing legislative powers to the new dispensation. However, there are certain areas, like the setting up of a separate judicial system according to tribal laws, which have not been fully clarified. While such provision are there in the Constitution specifically to safeguard tribal customs and traditional laws, it is not yet known if such a system could be worked out for Gorkha hill council Darjeeling. People here have found it difficult to fully understand the provisions of the new status as different bodies like the Bodo Territorial Council or Carbi Council, set up under the Sixth Schedule, have slight variations in the provisions protected for their functioning.

  • image I completely agree with what Shelly has said and indeed it would not be a wise idea to invite the present leaders as their knowledge about the 6th Schedule Provisions is very limited and they can misguide the public easily for their own vested interest.As for the Sixth Schedule ,its another ploy of the Govt of W Bengal to marginalise ,divide and deprive the hill community of what is rightfully ours because most of the provisions for protection of the indegenous people in the schedule are not going to apply to the Gorkha Council.Let us not be fooled again ,once was enough and we have suffered.To those who say not again, look at history and tell us for whom Justice and Eguality has come easy,all of them had to fight for it. The provisions has been diluted to such riduculous extent and they seem to be offering us as though they have been very generous with us.It is very important that this has to be rejected outright.I believe the media has a big role in educating the people about the provisions of the original 6TH Schedule and for whom the dilution is intended to benifit.The hanky panky that has been going on between the present leaders and WB Govt is indeed shamefull.

  • image As long as Ghising and his bulldogs are removed from DGHC, there is no chance of the hills getting into the development path. It is indeed a shame how an illiterate person and an acknowledged goon like Bimal Gurung and half literate person like Aitaraj Dewan run the DGHC along with their boss without knowing where they are going. What happened to the funds meant for primary schools that were misused by Lakpa Ryden and partners. Why make Lakpa a scapegoat? There are other coaccomplices who are running around freely. Ghising does not have the mandate to be the chief of DGHC. Let us throw him out democratically through the ballot in the next DGHC election if it takes place in a free and fair manner.........(Din Daeng, Bangkok 10400)

  • image Its really a commendable effort on part of the NAGARIK SURAKSHA SAMITI to organise a open discussion on the pros and cons of SIXTH SCHEDULE for DARJEELING HILLS.It was i.e. a discussion on the effects of SIXTH SCHEDULE, urgently required.But I earnestly feel, as the citizen of Darjeeling, that any such discussion should not include any person who is actively involved in politics.Any bias attitude by the speaker or the audience for that matter on the effect of SIXTH SCHEDULE will have a precarious effect on the public opinion.As such it is my appeal to NAGARIK SURAKSHA SAMITI to invite only such people who are truly aware of the effects of SIXTH SCHEDULE and who can guide our people without any vested interest of their own.But I congratulate all the people who are atleast making effort to educate our ill informed public. ...(New Delhi-110001)
