Water Problem in Darjeeling

Is Water Problem in Darjeeling natural or political?

Now days, it has become a common known fact to the people of Darjeeling from every walks of life that the Darjeeling Town is supplied with drinking water from twin Senchale lakes( South Lake with capacity of 13 million gallons built in 1910 & North Lake with capacity of 20 million gallons built in 1932) having its source from 26 Nos of perennial springs in the Senchal Catchments Area, constructed by Thos Kenay ; the first engineer of Darjeeling Municipality, which is five and half miles away from Darjeeling Town.


The total capacity of these two lakes is 33 million gallons. Water filtration is done through Gravity Pressure Filters situated at Jorbunglow Filter House and from there water is further supplied through large conduits to the reservoirs built at St.Paul having capacity of 2,35,812 gallons and at Rockville having capacity of 1,14,000 gallons. The whole distribution network is run by operating Valves not only near the main tank at St. Paul and Rockville but also at many places in town. In total there are more than ninety such Valves scattered all over the town. Many areas in the town will not get water if these Valves are not opened in a synchronized manner by the different Valves man at different places. Thus, this area will depend on the whims of the Valves man and human errors which naturally lead to corruption to some extend.


The days when , every house hold of the town used to get water in the morning and evening daily has become the past history of Darjeeling town. At present the idea of getting water twice a day in Darjeeling is nothing less than a fairytale.

Sources of water supply in the hills are mainly the water springs; these springs directly depend upon the topography and its rainfall. Therefore, it is very much essential to preserve the catchments area, which feeds such springs. The proper preservation of the catchments area is important. Now due to indiscriminate deforestation and illegal construction near the catchments area, out of 26 springs only 14 springs are continue to exist.


During rainy season the collection of water at Senchal Catchments area becomes sufficient from 8 to 10 springs, the rest of the springs have to cut off due to limited capacity of reservoirs at Senchale lakes Besides these two lakes, another third lake with capacity of 15 million gallons was constructed by Government of west Bengal in the year 1978 at Singdhap, but due to poor quality of the reservoir and leakage, it is almost dead lake. Considering the need of the growing population with exploding geometrical ratio and the flow of tourists, it is urgently necessary to construct more additions reservoirs at Senchale area.

The present population of Darjeeling town is more than 4 lakh and with the opening of schools, colleges and tourist flow, population is added by another 1 to 2 lakhs.

Besides the construction of additional large reservoir at Senchale area , there is also need for the construction of various sizes of subsidiary tanks in each and every village and ward as per the availability of space, if this initiative is not taken in proper time then there will be no space left unoccupied for this purpose in near future.

For the local hoteliers it has become very difficult to explain the foreign and domestic tourists about the acute shortage of water, because while coming from Siliguri to Darjeeling they see that plenty of water is going wasted in the road side drain , so they can not believe that there is real shortage of water in the town . Besides the tourists, it is also not believable for the local inhabitants too because during dry season the Municipality distributes the water through water tanker and Trucks carrying water from Darjeeling itself, the farthest source is 20 kilometers far from town i.e Rambi Khola previously ignored by the PHE Department. So it is hard to believe that the crisis is actually caused by the shortage of water.

It is obvious that one of the main problem of the water scarcity is due to the shortage of reservoir. The permanent solution of the water crisis is totally depended in the willingness and the sincerity of the State and the Central Government in the humanitarian ground because till this day the political leaders are taking it very lightly for their political benefit. During elections every time local leaders and national leaders makes it a big issue next to the statehood demand and promise to solve the problem after the elections and for this they don’t even waste any time for laying the foundation stone without any hesitation for the various water supply scheme but after the elections this scheme remains confined only to the laying of its foundation stone because no further progress takes place and the scheme does not continue any further.
Another problem in Darjeeling is the management of the water distribution system,which needs to solve in the following manner:-

1. (a) They need to improve their old and complicated distribution system to make it a uniform supply system. For this, realignment of the main supply line with necessary changes in the distribution system is needed under the supervision of an expert engineer.
(b) Alternative conduit from Khong Khola to Senchale lake covering distance of 5 kilometers should be constructed, so that there will be no problem to repair the old conduit.

2. The leakage of the reservoir specially in the Rockville Tank and main distribution lines are required to be repaired as soon as possible which can save water at least @ 15 to 20 % of total water demand.

3. To ensure the supply of pure drinking water to the citzen of the Town and the tourists, all the old and worn out water pipes of the private lines should be removed from the drain and the Jhora , because most of the people of the town are compelled to drink contaminated water because most of the pipes are passing through drain and jhora..


4. The local authority should take the help of the local NGOs to detect the number of house holds unknowingly drinking contaminated water due to laying of their pipe line under the drain.

Now, even in the rainy season people get water once in three days or four days only that also for a very limited period. But in the dry period i.e. in March, April and May water is supplied at an interval of six to thirteen / fourteen days.

All the people of Darjeeling are facing acute water crisis, ever since but nobody dares to raise their voice against the Government. Until and unless a true and sincere leader is born in Darjeeling, the water problem will not be solved because water crisis is the only easiest way to keep the young generations engaged in order to indirectly prevent them from going to schools and colleges regularly and being educated.

  • image Bhotu daju, I thought you supported Mr. Ghising fervently. If I remember well, Mr. Ghising's andolan started with tapes being made in your house in "K" building. If you are not that Mr. Bhotu. I apologize profusely. If you are and you do not support Mr. Ghising, I congratulate you in taking that step towards the light. (pun intended? NO). In my recent trip back home, I was APPALLED at the state my people have agreed to live in. NO WATER, NO SENSE OF HYGIENE. Take a walk down municipal lane above Orient - there is raw garbage flowing out of the manhole. That manwhole is being fed by the building being built on the land of the old Emerald Lodge. So the question is Bhotu daju, what can we do about this issue? I think it is time people took things into their own hands and stopped waiting for the government. What say you??

  • image Mr.Chettri has hit the bull's eye showing the in-depth problems faced by the people.Scarcity is now no more a problem or a threat, we have been in the habit of it!! dont you agree? And all these ineffecient and corrupt administraion negelecting our needs and denying our rights to us, have also become immune.People complain, they frown and curse;and then start heated arguments and set lists of needful to be down.Well, thats we can do, and we have been doing that for quite a long time.And I dont want to blue myself writing more about it. Cheers, to Mr.Chettri for such an awesome article.
