Sub: Response to : The Statesman News Service 9 March 2010 : Rudy to move Private Member Bill on Gorkhaland .

Having read the statement in The Statesman News Service 9 March 2010 declaring Mr. Rudy would be moving a Private Member Bill on the Gorkhaland issue on 13 March 2010 seems a positive step forward as till date no incidental effect has been realized, except the interim arrangement which implication is still undercover. That Mr. Rudy has undertaken to raise the issue of Gorkhaland in the Rajya Sabha, where the Sixth Schedule Bill is also pending introduction, is a positive move ahead relevant to the issue. The Darjeeling hill people should certainly be grateful for Mr. Rudy’s cooperation,  indeed a great gesture on Mr. Rudy part to put on rail the long time aspirations to achieve which the people have already suffered great loss in time, material and most of all loss of lives during the last GNLF political agitation.

The correspondence made by D.K.Bomjon, Sikkim Darjeeling United Front (SDUF), 19 Collinton Road, Darjeeling, as a matter of Right to Information (RTI) concerning the items :
(i).  amalgamation of present area of Darjeeling District in the State of West Bengal 
(ii).  relating to …..period 1947 to 1954 and
(iii).  ….as to how or under what provisions the present area of Darjeeling District was amalgamated with the State of West Bengal…who were the recipients of compensation for the aforesaid Excluded and Partially Excluded Area of Darjeeling District under Section 3 of Requisition Land (Apportionment of Compensation) Act 1949.

Some of you might remember my friend Aftyero… the person… who banned the booze and the bikes and the holding of the hands and the protesting and everything else that was detrimental to him and his agenda… and true to his namesake Aftyero… he is being difficult once again…

“Sakchhau? Timro maa aant chha?” He challenged us in Old Super Market as we were hanging out one day… way back when… we had all been recently “idolized”... No!!! None of us had any Aant what so ever… but we were all thrilled, because he obviously was “Aantilo”… so we all did what we do best… we clapped… thunderous claps… and whistled and the sky’s and the earth reverberated with the cries of “Daamiiiiiiiii”… “Mitthiiiiiiiii”

Hillman’s response post Tika Gurung dated 20 Feb 2010 who informs the Fifth round of political meeting will be held on 18 March 2010.

In the very inception it maybe cleared that the agenda of the meeting is already suggested in the newspaper contents of The Statesman News Service 10 Feb 2010 “The PCC leadership today urged the Union Home Minister to solve the problem of Gorkhaland and he reportedly told the leaders that the Centre is considering a political solution on the Gorkhaland issue. The Centre may initiate this discussion on the proposal put forward by Mr. Roshan Giri, General Secretary GJMM said Mr. Pradeep Bhattachacharjee, PCC working President.”

In the book titled Making of the Indian Union: Merger of Princely States and Excluded Areas edited by Sajal Nag, Tejimala Gurung, Abhijit Choudhury; published 2007, in the very introduction mentions, “Within the British India, there were three distinct categories- British India, Princely India and Tribal India distinguished as Excluded and Partially Excluded Areas”. He further goes on to write ‘…process of integration was  a very important aspect of the making of India as a nation state, the available literature on the above subject is scanty’ he however feels V.P.Menon’s The Integration of Indian States (Hyderabad 1956, reprint 1985) is the only complete and exhaustive account. Besides which he feels Vanaja Rangaswami’s The Story of Integration: A New Interpretation, Delhi 1981, is perhaps one of the few scholarly works on the subject subsequently.
